Free music makers are rare - the best might still be apples "garage band" if you have got a mac. It has got the basic functions of a digital audio work station and also quite solid instruments included.
Nevertheless i personally would recommend to purchise a DAW like Logic or Fruity Loops. Meanwhile they are quite effordable and you have got the opportunity to go deeper into the materia if you wanted.
I dont know much about game makers - i have heared that the newest version of "multimedia fusion" shell be quite useful. But like i said i have no experiences with it.
